Do laid-off manufacturing employees who receive government-funded retraining do any better in the job market than employees who simply use the time to immediately start looking for a new job?
By funding employee-directed training without employer involvement, most federal dollars take a “supply-side” approach to retraining. A demand-side approach would make more sense. That is, let’s help employers develop precisely the employees they need by supporting their internal training efforts.
